        潘迪大使在信中表示,很高兴得知博鳌亚洲论坛国际科技与创新论坛首届大会召开。在当前新冠肺炎疫情全球流行背景下,加强科技和创新领域国际合作尤为重要。各国应携手合作,加强政策协调、调集资源、分享技术经验,共同寻找全球性的、可持续的危机解决之道。

for the Boao Forum for Asia’s First International Science, Technology and Innovation Forum

Macao, November 9-11, 2020


        I am very happy to learn that Boao Forum for Asia is organizing the First International Science, Technology and Innovation Forum in Macao from November 9-11, 2020. The theme of this Forum is appropriately titled ‘Innovation Empowers Sustainable Development.’ Indeed, behind human progress is the role played by innovation, and the contributions of science and technology in facilitating not only change and but also wide scale transformation.

        At a time when the whole world is reeling from the impacts of Covid-19 pandemic, the value of international co-operation in the fields of science, technology and innovation can hardly be overstated. The rapid deterioration of the environment due to global warming and climate change has already begun to cause immense pain and suffering in many climate-vulnerable countries around the world.

        Therefore, it is a time for all countries to join hands together in finding durable solutions to this unprecedented crisis faced by humanity.  This is not only because the impacts posed by climate change and global health crises are immediate and devastating, but also because future ones could be worse. There is no alternative to international solidarity and collaboration in combating the pandemic with single-minded unity.

With more than a million human lives lost and tens of millions people infected with the virusworldwide, the damages wrought by the COVD-19 remain yet to be fully fathomed. The unprecedented lockdowns and halt on global supply chains, industrial and the airlines closures, and the prospects of mass unemployment present a grim reminder of our shared vulnerabilities.

        However, the crisis triggered by the pandemic is also a moment for leveraging our common strengths as one humanity. For this, countries should go beyond country-level responses and pursue a collaborative and coordinated global effort. The exchange of technical expertise, mobilization of resources and fostering policy co-ordination among countries will be crucial pillars of international co-operation for common good.

        In this respect, the role of the Boao Forum for Asia in fostering collaboration and facilitating dialogue among governments, international organizations, private sector corporations and voluntary organizations in combating the pandemic and sustaining global economic recovery will be highly valuable.

Ever since its founding, the Boao Forum for Asia has remained a highly relevant and successful platform in forging co-operation among all stakeholders by promoting better mutual understanding and trust. As one of the 29 initial countries, Nepal stands committed to its objectives of strengthening economic exchanges and to its substantive participation in the inter-sectoral and inter-agency dialogues geared towards common benefit of the region and beyond.

        I would like to take this opportunity to convey our deepest empathies and solidarity with all affected countries to weather this global pandemic. I am fully confident that through coordinated efforts, we will eventually triumph over the current pandemic and emerge as an even more strong human community.
