The First Conference of International Science, Technology and Innovation Forum of Boao Forum for Asia will be held in Macao, China, from November 9 to 11, 2020. The organizing committee extends a warm welcome to all guests and participants!


Overview of Macao

The Macao Special Administrative Region is a part of Chinese territory. The city is on China’s southeast coast and on the western side of the Pearl River estuary, 60 km west of Hong Kong SAR, and 145 km southwest of Guangzhou. The local time is 8 hours earlier than the Greenwich Mean Time. The geographic coordinates of the origin are latitude 22o12’40” north and longitude 113o32’22” east. The area of Macao has been expanding due to coastal land reclamation, expanding from the first record of 11.6 square kilometers in 1912 to 32.9 square kilometers in 2019. The territory consists of Macao Peninsula, Taipa and Coloane.

Macao has a small economy, but its economy is highly outward. As one of the regions with the lowest tax rates in Asia, Macao has a stable fiscal and finance environment, has no foreign exchange controls, and has the status of a free port and an independent customs area. As a highly dynamic economy in the Asia-Pacific region, Macao is also an important link connecting mainland China and international markets.Macao has conducted splendid Chinese and foreign cultural exchanges for over 400 years, with its unique attractive charms. Macao boasts traditional houses, historic temples, and also southern European-style architecture, and European Baroque churches, all of which become distinctive tourist attractions. This charming land is now the venue of the First Conferecne of International Science, Technology and Innovation Forum (ISTIF) of Boao Forum for Asia (BFA).

Currency

The official monetary unit of Macao is the Macao pataca (MOP). 1 MOP is equivalent to RMB 0.84 yuan or 0.13 USD, and the exchange rate is subject to the current day of transaction. The payment for goods sold and services provided in Macao is all settled in MOP, but HKD or other currencies in circulation are also accepted. The exchange rate is determined according to the market fluctuations. Banks or hotels provide exchange of foreign currencies and traveler’s checks cashing services. In addition, Macao International Airport provides 24-hour foreign currency exchange services. Credit cards including Visa and MasterCard are accepted in hotels and most shops.

Weather

Macao belongs to a typical monsoon climate zone with abundant heat and water vapor, as well as high temperature and frequent rainfalls. With little rainfalls, Macao has an invigorating autumn climate. The average temperature during the Conference is 24 degrees Celsius with mostly sunny or cloudy weather.


Time Zone

Macao is situated in the UTC+8 time zone, and the standard time is subject to standard time in Macao. It is 8 hours earlier than Coordinated Universal Time throughout the year.


Voltage

The three-phase voltage used in Macao is 220 volts, and the frequency of power mains network is 50 Hz. The sockets in hotel rooms include two-phase and three-phase sockets.


Endorsement of Exit-Entry Permit for Travelling to and from Hong Kong and Macao (EEP)

Regarding the endorsement of the EEP, residents of mainland China are requested to refer to the Notice for Application for Endorsement of the Exit-Entry Permit for Travelling to and from Hong Kong and Macao issued by the National Immigration Administration to apply for the endorsement of the EEP. Remarks: It takes 5-7 working days for Chinese citizens to process the endorsement of the EEP. Guests are requested to arrange the endorsement to ensure a trip to Macao.


Macao Policy for Exit and Entry

1 The entry restriction policies of Macao due to the need for pandemic prevention and control

1.1 The following do not need to apply to the Macao health authorities for exemption from entry restrictions: a) Those who are residents of Macao, China; b) Non-Macao residents who have the residential status of mainland China, Hong Kong SAR, or Taiwan Province and who have not been to a country or region other than China within 14 days.

1.2 The following must apply to the health authorities for exemption from entry restrictions: a) Non-Macao residents who do not have the residential status of mainland China, Hong Kong SAR, or Taiwan Province; b) Non-Macao residents with the residential status of mainland China, Hong Kong SAR, or Taiwan Province who have been to a country or region other than China within 14 days.

2 Quarantine and medical observation after entering Macao

2.1 People who have been in the regions in mainland China not listed by Macao SAR as a medium or high-risk region, nor have had contact with a person infected with the novel coronavirus or have had the suspected symptoms of the novel coronavirus within 14 days before entering Macao are not required to undergo quarantine and medical observation after entry;

2.2 Those meeting the following description are required to undergo 14-day centralized medical observation after entry: a) People who have stayed in the regions in mainland China listed by Macao SAR as medium and high-risk regions within 14 days before entering Macao; b) People who have been in contact with people infected with the novel coronavirus within 14 days before entering Macao; c) People who have been to foreign countries, Hong Kong SAR, and Taiwan Province within 14 days before entering Macao.

People who have been to Qingdao do not need to be quarantined when entering Macao, but their Macao health code will be yellow and subject to self-health management

3 Requirements for Macao Health Code and novel coronavirus nucleic acid test certificate

3.1 The green Macao Health Code must be presented under the following circumstances: visit Macao by plane or ship; entering Macao, or enter Macao’s hotels, casinos, large shopping malls, public institutions and others.

3.2 Mainland residents entering Macao via Guangdong Province must first apply for the “Guangdong Health Code” and then use “Guangdong Health Code” for the transition to Macao Health Code. Other people or mainland residents can directly apply for Macao Health Code if they enter Macao through the mainland provinces and municipalities other than Guangdong Province.

3.3 Certificate of nucleic acid test for the novel coronavirus: All people who enter Macao by plane or ship must bear a valid certificate of negative nucleic acid test for the novel coronavirus. People travelling from the Mainland to Macao must bear a certificate of negative nucleic acid test for the novel coronavirus conducted within 7 days.

4 Entering the Mainland from Macao

4.1 As from August 12, 2020, people who have not been to the regions other than the Mainland or Macao within 14 days are not required to undergo quarantine and medical observation when travelling from Macao to the Mainland, but must bear a certificate of negative nucleic acid test performed within 7 days. Certificate issued by the Mainland or Macao are acceptable. Those traveling from Macao to Guangdong can produce negative nucleic acid test certificate at the Guangdong Health Code, but should present a paper certificate when travelling to other regions of the Mainland.

4.2 Foreign nationals (including those with Macao, Hong Kong or Taiwan residential status) must make sure whether they have a valid visa to enter the Mainland before coming to Macao from the Mainland, because some types of Chinese visas are no longer valid even within the validity period.

4.3 If the certificate of negative nucleic acid test is expected to exceed 7 days when you travel from Macao to the Mainland, you can make an appointment for testing at medical institutions or large hotels in Macao. The results are generally available on the second day after the sampling. An application should be made at the time of sampling if a paper report is required. The testing fee is generally about 120 MOP, and some institutions can provide expedited services at a premium.

5 Other pandemic prevention and control measures

5.1 Macao requires that all people wear masks in all public places and on the means of transportation, and only take off masks at some occasions, such as eating or drinking. Please prepare enough masks during your stay in Macao.

5.2 People with fever or respiratory symptoms will be denied access to the conference venues and other public places.

5.3 Macao also requires that all persons keep a proper distance during the event and take personal hygiene measures such as washing hands with clean water and hand sanitizer, or rubbing hands with alcohol-based hand sanitizer. When sneezing or coughing, use a tissue to cover mouth and nose, and wash hands as soon as possible. If there is no tissue, cover mouth and nose with your sleeves or elbows, rather than your palms.

Nucleic Acid Testing Guidance of Macao

If a participant requires nucleic acid testing during the conference period, Macao Health Bureau recommends four local testing institutions in Macao on its website, namely Kuo Kim (Macao Forum), Kuo Kim (Pac On), Kiang Wu Hospital, and Macao University of Science and Technology Hospital (MUST Hospital). Considering that most of the important events are held at Grand Hyatt Macau, guests who need nucleic acid testing are recommended to go to Pac On and MUST Hospital for nucleic acid testing.

Participants are required to arrange their own travel schedule. There are direct flights to Macao International Airport from airports in domestic cities such as Beijing, Shanghai, Tianjin, and Hangzhou. Participants can also drive or take the coach from Zhuhai for Macao via Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port, Gongbei Port or Hengqin Port. At the same time, participants can also depart from Wanzai Port in Zhuhai for Inner Harbour Ferry Terminal in Macao (5 minutes) by boat, or from Shekou Port in Shenzhen for Macao Outer Harbour Ferry Terminal / Taipa Ferry Terminal (about an hour) to enter Macao.

The Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port is located on northern Zhuhai-Macao Manmade Island of the Hong Kong-Zhuhai-Macao Bridge in Xiangzhou District, Zhuhai City, Guangdong Province. It takes about 40 minutes from Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port to the Grand Hyatt Macau by coach or car.

Gongbei Port is located in the southeast of Xiangzhou District, Zhuhai City, Guangdong Province, China. It takes about 40 minutes from Gongbei Port to Grand Hyatt Macau by coach or car.

Hengqin Port is located in the central and eastern Hengqin New Area, Zhuhai City, Guangdong Province, China. It takes about 20 minutes from Hengqin Port to Grand Hyatt Macau by coach or car.

The opening ceremony will be held at the China-Portuguese-speaking Countries Commercial and Trade Service Platform Complex on November 10, 2020. At that time, the organizing committee will operate shuttle bus service between “Grand Hyatt Macau and the China-PSCs Commercial and Trade Service Platform Complex”. Conference Pass

According to the security requirements, you are required to wear the conference pass throughout the conference. You enter and exit the conference and event venues, eat at designated restaurants, and take the shuttle bus on presentation of the conference pass. The registration fee excludes any form of insurance. It is recommended that all participants take out overseas travel and medical insurance before attending the Conference.
